Leadbeter, Policy Committee Host First in Series of Hearings on Job-Creating Tax Reform
BLOOMSBURG – Rep. Robert Leadbeter (R-Columbia) and the House Republican Policy Committee, led by Chairman Josh Kail (R-Beaver/Washington), convened the first in a series of hearings to discuss ways to foster economic growth in Pennsylvania through business-related tax reform last Thursday.
The hearing, “Job-Creating Tax Reform,” featured the following testifiers: Neal Lesher, director of government affairs, PA Chamber of Business and Industry; Chris Berleth, president, Columbia Montour Chamber of Commerce; Carl Marrara, executive director, Pennsylvania Manufacturers Association; and Steve Hall, state tax manager, Arconic.
“A competitive business environment attracts investment, encourages innovation, and stimulates entrepreneurship, all of which are essential for sustained prosperity in Pennsylvania,” said Leadbeter. “Unfortunately, Pennsylvania’s taxes are punitive and in serious need of reform. Local businesses drive the economic success of Pennsylvania, especially here in Columbia County, but there cannot be success with burdensome taxes. We must develop a job-creating tax reform solution for current and future businesses.”
Advocating for a dynamic tax strategy that empowers small businesses and would make Pennsylvania more attractive to, and competitive for, new business, all four testifiers requested legislative changes to the Corporate Net Income (CNI) Tax and Net Operating Loss (NOL) carryforward deduction. For the CNI tax, the testifiers call for an immediate reduction. Pennsylvania’s burdensome CNI tax rate is the second highest in the country. For NOL carryforward deduction, the testifiers strongly support removing the caps. Pennsylvania is one of two states that cap NOL deductions below the federal limit of 80% of taxable income.

Making our state business-friendly is not just a goal; it's a fundamental necessity,” said Kail. “At the end of the day, the most important thing is ensuring our Commonwealth has opportunity for family-sustaining jobs so that my kids and future generations don’t have to go elsewhere to achieve strong quality of life.”
