More Than $25 Million Awarded to Berwick Project, Says Leadbeter

October 17, 2025

HARRISBURG –State Rep. Robert Leadbeter (R-Columbia) announced the Pennsylvania Infrastructure Investment Authority (PENNVEST) awarded $25.45 million in state funding to Pennsylvania American Water Company in Berwick to assist with the construction of a new treatment plant.

This new plant, which will be built adjacent to the existing plant, will include a buried clear well, wet well and granular-activated carbon pressure filters to remove per- and polyfluoroalkyl substances. It will also feature new disinfection and corrosion control systems, as well as a new sodium hypochlorite disinfection system to replace the existing chlorine gas system. Water from four local wells will flow through a new pipeline to reach the new treatment facility.

“We have a responsibility to ensure Columbia County families and seniors have the security, support and resources today and for years to come,” said Leadbeter. “That includes upholding our conservative values by strengthening our quality of life. I am pleased to see this critical investment to better our communities.”

According to Leadbeter, just over $24.36 million of the funding is a loan. The remaining funds are deemed a grant.

Founded in 1988, PENNVEST provides grants and low-interest loans for design, engineering and construction of publicly and privately owned drinking water distribution and treatment facilities, as well as storm water and wastewater projects.
